Sovereignty is very important in international relation. The notion that government are free to do what they want within their own territory .The concept of sovereignty is both culturally and historically dependent .sovereignty evolved within the western legal tradition as a tool to legitimize imperial conquest over indigenous people ,territories’ and resources .Sovereignty supremacy subsidiarity ,polity -building multi-level government ,legitimacy democracy ,and fundamental right .Thirty -five years from now sovereignty will no longer be sanctuary.
