A good goal about history, has been about the urge of people to have countries of their own -essentially to become sovereign . When sovereignty came along as and idea roughly four centuries ago it was a big innovation. Before all this happen we had a world not made up of states for the most part. Internal sovereignty means some person ,assembly of group of person in every independent state have the final legal authority to command and enforce obedience.
